30 March 2026 European Movement Ireland is pleased to announce a new appointment to its voluntary board of directors, the former Head of the European Commission Representation in Ireland Barbara Nolan. With over 30 years of experience in the Commission, Barbara’s career spans several high-profile roles, which included leading Fundamental Rights Policy at the Directorate-General for Justice, among other significant roles.
European Movement Ireland Board Member, Barbara Nolan said: “As someone who has worked to champion European values, particularly the protection of fundamental rights, I am honoured to join European Movement Ireland at this pivotal time and contribute to its mission of a more democratic and inclusive European Union.
This year marks a special year for Ireland as it hosts the eighth Presidency of the Council of the European Union, offering a unique opportunity to shape the European agenda, strengthen EU shared values, and foster a deeper connection with Europe across Ireland.”
Barbara was Head of the European Commission Representation in Ireland on two occasions, from 2021-2024 and 2010-2016. She previously served as Head of Unit at the Directorate-General for Justice and Consumers and represented the Commission on the board of the Fundamental Rights Agency. At earlier stages of her career, she held high-level positions at the Directorate for Education, Youth, Sport and Culture (EAC) and DG Employment, where she was responsible for the coordination of the Erasmus+ programme, Higher Education reform initiatives, Anti-Discrimination Policy, Communications and Media.

With Ireland preparing to assume the EU Presidency, Barbara will be a significant asset to our Board, in particular her track record in promoting inclusion and upholding fundamental rights.”
Barbara was also the European Commission’s Spokesperson for Employment, Social Affairs and Health matters as well as for Justice and Home Affairs. Barbara is a graduate of University College Dublin and the College of Europe, Bruges, Belgium and holds a Diploma in Corporate Governance from the Corporate Governance Institute.
